Rita Repulsa is an evil space witch and the original Power Rangers villain. She was imprisoned on the moon by the wizard Zordon. 10,000 years later, a pair of astronauts discovered her dumpster prison on the moon and foolishly opened it, freeing Rita and her lackeys. Rita sought to resume her plans to conquer the Earth and reestablished herself in her fortress on the moon. Now, she seeks to make the world suffer by airing Turbo - A Power Rangers Movie over the airwaves. She's played by Rachel Tietz, with Doug Walker (badly) dubbing her voice.
